Requirements for each work pass class.
MCI Consulting prepares, submits and tracks work pass applications so that a hire can start on the agreed date. The service covers Employment Pass, S Pass and Work Permit applications, together with renewals, changes and appeals, and all documentation is assembled before submission.
Each pass class works differently. An Employment Pass application has two stages: the candidate must meet the qualifying salary and then pass COMPASS, the points-based framework, unless exempted. The Fair Consideration Framework advertising requirement must be met before the application is made. S Pass and Work Permit applications depend instead on the dependency ratio ceiling, which caps the share of your workforce that may hold those passes, and on levies.
Because COMPASS assesses the employer as well as the candidate, the viability of a hire depends partly on your existing workforce mix. MCI Consulting assesses this before an offer is made, which costs considerably less than discovering it after a refusal.

Immigration Express: work pass advisoryCommon questions
Which pass will the hire need?
An Employment Pass applies to professionals who meet the qualifying salary and COMPASS, an S Pass to mid-skilled roles, and a Work Permit to other roles, each with its own conditions. The role, the salary and your existing workforce mix all affect which pass is realistic.
What is COMPASS?
COMPASS is the points-based second stage of an Employment Pass application. A candidate who meets the qualifying salary must then score at least 40 points, unless exempted, across criteria including salary benchmarking, qualifications, workforce diversity and support for local employment. Two of those criteria assess the employer rather than the candidate.
Is advertising required before applying?
For Employment Pass applications, the Fair Consideration Framework advertising requirement applies before submission, unless an exemption covers the role. MCI Consulting places the advertising and retains the evidence.
What limits the number of work pass holders a company can employ?
For S Pass and Work Permit holders, the dependency ratio ceiling caps the proportion of your workforce on those passes, and levies also apply. Employment Pass holders are not subject to a quota, but they are subject to COMPASS.
Does MCI Consulting handle renewals and appeals?
Yes. Renewals, changes of role or salary, cancellations and appeals are part of the service, and MCI Consulting tracks expiry dates on your behalf.
Can MCI Consulting advise an employee on personal PR or relocation matters?
That is a separate service provided by a different entity. Immigration Express advises individuals and families on PR, citizenship and relocation, and operates its own website.
